Thomas Rupert wurde in Maastricht geboren. Er studierte Mode und Kostümbild in Antwerpen und Theatergestaltung in Maastricht. Von 1992 bis 1998 arbeitete er erstmals als Bühnen- und Kostümbildner am Kruis van Bourgondië in Maastricht. Er ist für die Tanztheatergruppe Conny Janssen Danst sowie für Andreas Kriegenburg und weitere Regisseure tätig. Seit der Spielzeit 98/99 arbeitet er kontinuierlich mit der Regisseurin Alize Zandwijk zusammen, für die er u. a. am Ro Theater Rotterdam, am Thalia Theater Hamburg und am Deutschen Theater in Berlin Ausstattungen entwarf. Am Theater Bremen waren in den letzten Spielzeiten seine Bühnenbilder zu sehen u. a. in „Der Kirschgarten“, „Die Ratten“, „Istanbul“, „Das Leben auf der Praça Roosevelt“, „Der gute Mensch von Sezuan“, „Der Schimmelreiter“, „Auferstehung“, „Vögel“, „Kasimir und Karoline“, „Die heilige Johanna der Schlachthöfe“, „Das achte Leben (Für Brilka)“ und zuletzt „Schöne Bescherungen“.
