Von 1985 bis 1992 war er Stadtdirektor und Kulturdezernent der Stadt Neuss und wurde 1992 zum Kulturdezernenten der Landeshauptstadt Düsseldorf gewählt. 1994 übernahm er auch das Schuldezernates der Landeshauptstadt Düsseldorf: Seit 1994 ist er Mitglied der Landschaftsversammlung Rheinland und seit 1999 ist er Vorsitzender des Kulturausschusses des Städtetages NRW, sowie seit 2000 Vorsitzender des Deutschen Bühnenvereins – Landesverband Mitte. 2001 wurde Grosse Brockhoff zum Stadtdirektor der Landeshauptstadt Düsseldorf gewählt und wurde 2002 Stellv. Vorsitzender des Kultursekretariats NRW. Von 2005 bis Juli 2006 war er Chef der Staatskanzlei und ist nun Staatssekretär für Kultur des Landes Nordrhein-Westfalen.

In 1977 he passed his second state exam and started working on his dissertation dealing with state church law, he was simultaneously dormant partner and manager in the bookselling trade. In 1979 he became Referent with the City Council of Düsseldorf, 1981 Chief Culture Officer of the city of Neuss and from 1984 to 1985 Deputy of the city of Neuss for culture, schools, youth, social affairs and sports. From 1985 to 1992, he was City Director and Head of the Culture Department of the city of Neuss and in 1992 elected Head of the Culture Department of the state capital Düsseldorf. In 1994 he also took charge of the Education Department of the state capital Düsseldorf. He has been a member of the Landschaftsversammlung Rhineland since 1994 and Chairman of the Culture Committee of the Association of Cities and Towns Rhineland since 1999, as well as Chairman of the Deutsche Bühnenverein – Landesverband Mitte since 2000. In 2001 Grosse-Brockhoff was elected City Director of the state capital Düsseldorf and became Deputy Chairman of the Office of Culture North Rhine-Westphalia. From 2005 to July 2006, he was Head of the State Chancellery and is now State Secretary for Culture of the state of North Rhine-Westphalia.
